Steven M. Wheeler

Steven Wheeler joined the Flinn Foundation Board of Directors in 1997 and served as vice chair from 2007 to 2023. Mr. Wheeler is a retired executive vice president of Arizona Public Service Company, where he was responsible for all transmission and distribution activities, customer service, communications, community development, pricing, and state and federal regulatory matters. Prior to joining APS in 2001, Mr. Wheeler was a partner with Phoenix law firm Snell & Wilmer. Mr. Wheeler is a HonorHealth board member, a director of Helios Education Foundation, a director and past chairman of Valley of the Sun United Way, and a trustee of the Phoenix Art Museum. His previous roles include chairman of the Greater Phoenix Chamber of Commerce, chairman of the Fiesta Bowl, president of the Arizona Theatre Company, chairman of the Commission on the Arizona Environment, and chairman of the Arizona Board of Legal Specialization.

An honors graduate of Princeton University’s Woodrow Wilson School of Public and International Affairs, Mr. Wheeler received his law degree with distinction from Cornell University.
